Add support for Forge block tags in config whitelists & blacklists

Feature

Updating the configuration file would be less trouble with this feature It won't always need to be updated if adding new block types

• Existing tags should be able to integrate into the same configuration lists
  • BLOCK_WHITELIST
  • GIANT_VEIN_STARTER_BLOCKS
  • GIANT_VEIN_WHITELIST
  • TUNNELING_WHITELIST
  • FORCE_BLACKLIST
• Would need to implement a blacklist that has a higher priority over the whitelist, so it's possible to include all blocks from a tag except some others
  • BLOCK_BLACKLIST
  • GIANT_VEIN_BLACKLIST (Will apply to both the starter blocks and the whitelist)
  • TUNNELING_BLACKLIST

    Impact

• Saves some time during initial setup
• Config becomes less verbose
• Makes external mod support work out of the gate
