Requirement

As a user, I want to be able to move an Org heading freely from within the outline window.

Notes

This feature should have the same effect as M-<left/right/up/down>` on the Org file.

I've got an issue (#801) opened with the Treemacs project to understand some odd behaviors I'm seeing when I try to manipulate the tree. Until I get an answer or find out how it's done, this feature will be blocked.
