Is your feature request related to a problem? Please describe.

Normally it is not possible for a nation to siege beyond x blocks of the capital
However an exploiting nation can temporarily move capital to achieve this.

Describe the solution you'd like

Opton A
- Do we lock down and prevent capital switching completely?
- This seems pretty extreme, and would kinda lock in kings.
- But if so, do it in installer.
Option B
- A cooldown on capital switching?

Describe alternatives you've considered

Manually enforced server rules to stop the exploit.

Additional context

Towny may have a similar problem related to adding towns to a nation.

Tbh I don't think is really a big issue, because: normally kings are very reluctant to move capital, as it makes them no longer the king. If anyone reports something like this, we can re-open.
