Suggestion: Add Regional Domination Awards

In theory, it might be nice to have regional awards, and one server has already expressed interest.

Describe the solution you'd like

First configure a few regions e.g. Europe, Africa etc.
The for each region, define it with one or optionally more, rectangles.
When a town is formed it is laballed as being in one of these zones
- Should we prevent the homeblock from being moved to another region????
- Or can it be moved???
Question.........can a nation win awards in multiple regions?
- Yes - we would need to track award progress for each nation in each region, each hour (ouch)
- No - we would need just to track nation progress in one zone.
What would happen if a nation tried to move to another zone?
- Easiest thing might be to wipe progress in the previous zone??????
Recording position:
- Every hours as per the GDA
- To calculate a nation's position, first get all towns in a region,
- Then calculate nation positions.
Final calculation
- On the award day, calculate all
- Then multiple messages go out
- All global?
