SiegeWar has a feature which prevents spawning into SiegeZones
Thus a team can't use the likes of TPA to quickly get to the battlefield
Thus teams often construct "War Base Towns" in wilderness areas near the siegezone, where they can spawn into safely. This is currently an essential meta for SiegeWar.
However now with TownyProvinces, there is a real problem, because in popular regions of the map, wilderness areas near the banner are in principle and practice, reserved for nearby towns. Thus War Bases cannot be created

Add "mobile spawn points"
This is a backup option for War Base Towns. Thus, with TP, a nearby safe spawn can often be found by finding allied towns in the area and joining/spawning to them. The only reason a safe spawn wouldn't be available, is if a nation is striking deep into the heart of enemy territory without support, in which case such a nation deserves to have to use a backup option.
Mobile Spawn points work like this:
Each team can only have 1 "commander" at the siege at any one time
For attackers, this is a general in the attacking nation
For a defending nation town, this is a general in the defending nation
For a defending non-nation town, this is the mayor
Another participant can spawn to their commander using /sw siege x spawn
If another participant dies in the siegezone, they automatically spawn on the commander if the commander is in the siegezone
If more than 2 generals from one team are in the siegezone, they both get war sickness
Despite having the primary role of a backup option, I have no doubt that mobile spawn points will come to be used in many other interesting ways.
