With SW2+, Sieges last a little longer than they used to. This was done for an important reason, to give a good fighting-free preparation time, to allow players to prepare without stress and schedule their weekend fighting.
A negative effect of this though, is for shopkeepers caught up or involved in the sieges, because customers cannot spawn in for 1 day more than before.
There was a recent feature to add an upfront cost to discourage fake sieges, and there was a recent fix to restrict PVP just to battle sessions. With these changes, there may no longer be a critical reason to prevent spawning except during battle sessions.
