This is a cool idea, but it would require towny to track if each wilderness block required
regeneration.
Just so you know towny has a command, '/ta regen' which will regen the chunk you are
standing in. The regen will use the current minecraft version of regeneration using
the world's seed. For now you can have an admin use that command overtop of old towns/peasant
hovels.

Perhaps instead of having a command to wipe the entire wilderness, which I imagine
could cause problems, you could be able to choose the regen the wilderness (and not
towns of course) in a radius (square or circle) that could be set with a command along
the lines of /ta wildregen <number>
As for using /ta regen, not really ideal in this situation, we're talking thousands
of chunks here, easier (although still painfully complicated and time consuming) to
just delete everything and world edit the towns back in.
Speaking of which another idea I had was world-edit interoperability, some way of easily
saving individual towns as a schematic, Or even all towns as a single schematic...
Just something I was thinking on to make the task of wilderness wipes easier for admins
of towny servers.

I had this idea just the other day. Im thinking the world edit schematic way may be
more powerful as you wouldn't be forced to regen a world to a seed, you could create
one with world painter and the generation tools that are about. I'm going to ask my
players if they think this is a good idea, then I might get to work on doing this.
I've been using the same map for almost 2 years, and the performance issues are showing.

This idea was recently turned down by Elgarl, in the other ticket I suggested that the
submitter speak to teh dev of WorldBorder, which could hook the towny and trim the
wilderness.
