town when moving, wilderniss when standing still

What steps will reproduce the problem?
1. install Towny on FTB ulti server (with use of craftbukkit)
2. create new world (not used in towny yet
3. Create new town anywhere

What is the expected output? :

new town created, can claim extra area's, can see when in town and when not, can see
map, can claim outposts, etc

What do you see instead? :

- Town is created, but I cannot claim adjacent territory
- When I move, I see I'm in a town, but when I stop moving it says "wilderness", even
in the middle of my town
- On the map, I see not a single claimed piece of land (/towny map)
- Can not claim outpost (says it's too close to a different town (only one town in
the world, and this town was 1000m away)

What is your Towny version number? : Towny V0.82.1.0

What is your TownyChat version number? : V0.36

What is your Bukkit version number? : Using FTB ulti (with Craftbukkit installed),
Minecraft Version 1.4.7

What operating system? : Win7 Home Premium

Skipping these files is not an option. It is the easiest way to diagnose an
issue ticket properly. If you do skip this step then your ticket will most
likely be deleted and you will be asked to resubmit.

your startup doesn't include any of the bukkit plugins, could you please find that and
link it in a pastebin

For some reason my server.log only registers the data which is usually seen on the GUI
(if it were enabled).

I will make screenshots of the cmd.exe and put the links here.
Hope you're okay with that.

image 5 has the code of the plugins, the others are more the mods.

No i didn't I would say that something with your version of FTB is not working.

Towny is tested against bukkit only, though many FTB servers use towny fine. Change
your FTB to work.
