What steps will reproduce the problem?
1. Disable Towny on some worlds while keeping Towny enabled on at least one other world.
2. Go to the world with Towny enabled and run the /town new <name> command, or any
other command that would create a global message.
3. Have a player in a world that doesn't have Towny enabled on while you run the command.
What is the expected output? :
That the player in the disabled world will not see the message, because Towny is disabled
in his world.
What do you see instead? :
The message is broadcasted to all worlds, regardless of the fact that Towny is disabled
in some worlds.
What is your Towny version number? :
0.89.2.0
What is your TownyChat version number? :
I have not installed TownyChat on my server. LlMdl said this is not a potential reason
for the error.
What is your Bukkit version number? :
Spigot 1.8

What operating system? :
I do not know the operating system that BisectHosting runs their servers from.

I can guarantee that there are no relevant Towny errors or messages in startup log.

This is not a perms problem. I don't think I've put any Towny related permissions into
my Pex file.
In the case of chat-issues please link your:
- Chatconfig.yml
- Channels.yml
Skipping these files is not an option. It is the easiest way to diagnose an
issue ticket properly. If you do skip this step then your ticket will most
likely be deleted and you will be asked to resubmit.
