i cant bulid, no money (i have 10k but i only need 1k)

What steps will reproduce the problem?
1./town new Winnipeg
2. insufficient funds 
3.i cant make one!?

not enough money i thought it would say creative

Win 7 64-Bit
Please use pastebin.com to attach links to relevant files which could
include your towny config.yml, your permissions file, broken town files
that prevent towny from loading on startup.
