Integrate NPC Villager protection #826

Myself and others like to incorporate NPC villager breeding into our Towny towns to
make them appear more populated. Our only issue is that villagers aren't protected
from being killed while they are in our towns. It would be a great if villagers could
be protected from non-town members while in your town.

i would like to see a function that would allow us to turn this off in case 
of mass breeding problems
