Suggestion: Different resource packs for different cultures

This is a bit of a shot in the dark, but!

I know Minecraft allows a server to set a required texture pack. Is there any way to leverage this, such that either of the following are true?:

All people in a specific culture are made to use the same texture pack
All towns belonging to a specific culture appear in that culture's texture pack for everyone, and unclaimed parts of the world are vanilla MC's texture pack.

I would consider the latter to be ideal, but also a total pipedream. The former seems potentially possible, though.

What are your thoughts?

Sounds like an awful lot of work with packets (which I generally don't touch at all.)

Ah, gotcha. No problem. Admittedly, this feature was a bit of a pipedream (as I mentioned in the original post). In an ideal world, though, it would be really cool to see each culture having a completely unique texture style.
