Suggestion: Religions #23

Is your feature request related to a problem? Please describe. No.

Describe the solution you'd like Religions that (for now) work just like cultures. Basically a second culture.

Describe alternatives you've considered None.

Additional context Religion can be just as fundamental as culture.

On my server, a number of towns follow Toolism; one follows Communism; and one doesn't have a religion. It would be nice to be able to show this.
