With current code, if a town culture is unset (null/none), then the town members can still use the culture channel
When they do this, it messages all towns where culture is unset, with the prefix e.g. "[cc] [use /cc set to set culture" Hello everyone my culture is not set yet"
This looks nasty visually, and is certainly not expected by residents who are still learning about the feature.
