Suggestion: Flight in Embassy plots #15

It would make sense for embassy plots to allow flight for the player if their town owns it.

This is kind of like #4 's request to have flight on in personally owned plots. Towny is missing the events that would make these tickets a lot easier to process. I haven't added them yet but probably will in the future.
