Link to mailing lists and blog #34

The list of clickable links up at the top right of the page should include links to the mailing lists (https://lists.tox.chat) and the blog (https://blog.tox.chat) in addition to what's already there.

Also don't forget to rename "Dev" mailing list to "Development".
