The first commit should be fine. The second one was discussed at BLF and the majority didn't like it. Maybe you can use it anyway after some improvements to make it optional.

The lockout mode part of this is merged now.

The tactical mode part of this appears to be supplanted by #21.

Closing since the remainder is in another PR.
