I would like to propose a structure for multi-language README and manual documents. Not every non-native English speaker is comfortable with the manual.
As a first concrete example, I would add a German translation, which I would like to add anyway, based on the work already done by @SammysHP in his fork of the old code structure here.
If this is OK, then I'll go ahead, do the work and submit a PR.
