I don't know if this is even a useful report but I stumbled across some strange behavior that suggest incompatibility where "A Petition for Provisions" appeared to be the key mod for causing it to occur.
When A Petition for Provisions is loaded alongside Combat Extended and other CE-patched mods there is a few seconds or minutes with how many CE-patched mods I had in my full pack of slowdown and stutter upon colony landing while the error log prints some yellow errors about CE being unhappy that some weapons appear to have more shots in burst than full auto, the slowdown and errors don't seem to occur if APfP is the only mod I pull out of my testing set. I don't know if it breaks anything or is just a minor nuisance as I stumbled across it while trying to sort a larger issue.
The larger issue appears to be when it is not just the pair of APfP and Ce but also adding in Extended Storage or possibly Extended Storage Extended where instead of a few minutes of stutter it produces an hour long hang in the middle of producing the same or slightly more of the yellow CE errors.
