I mean, is neutral enough that it could pass as just "Spanish" without any localization, but if what you mean is that having the game in castilian spanish or european spanish would also pull the es_mx file, I don't think so, idk. If you want you can just change the name to es_es and use that. or use a mod like Language Reload to add both Mexican Spanish and Spain Spanish as languages to pull from, and that would also work
