feat(engine): Add workflow-executions service and endpoints #228

Features

Add workflow executions service
- This queries the Temporal service under the hood
- Added methods:
  - List all workflow executions
  - Filter workflow executions by worklfow id
  - TODO: Filter workflow executions by a list of worklfow ids
Add api endpoints for /workflow-executions

Changes

Remove deprecated /workflow/{id}/runs endpoints
