feat(engine): Improve error handling in workflow runner

Features

• Add temporal RetryPolicy for both activities and workflows.
• Add custom policies activity:fail_fast and workflow:fail_fast to fail after 1 try, with no retries. Retries should be opt-in only

Changes

• Upgrade ruff pre-commit to 0.5.1
• Upgrade ci ruff action to 0.5.1
