Move dispatcher module into WorkflowExecutionsService. These are all related, no need to be separated. Triggering a workflow run when thought of RESTfully is creating a workflow execution.
Impact: All workflow dispatch logic goes through this service, single point of consideration
Add information about whether a user or service initiated the workflow
Use WorkflowExecutionService to handle dispatching workflows from webhooks/manual initiation in fastapi router
