I can second that. It happens a lot on some apps which are connected through play services and also some apps on F-Droid, or independent ones. Example: NewPipe, HotSpot Shield VPN, Space Shooter (Galaxy), LinkedIN, Mull, etc. Now, as the OP mentions, even with apps closed out completely, there is no way for it to be stop recording, and it only does automatically after sometime.
I destroyed one of my slow phone (Android 6.0), thank you. I thought it's causing TC to be too slow when handling block trackers.
But no. To my stupidity, this happens on a faster phone (Android 7.0), too.
When there are apps that have too much connection going on, EVEN if the connections are allowed, for some reason TC will cause the entire connectivity to die. Basically the internet stops responding until I disable monitoring on the app that causing congestion, disable TC, or disable block tracker. Doesn't matter which wifi I'm on. Doesn't matter if I reinstall TC, reinstall the app, reset the TC settings, forget TC vpn, etc.
This happens on several apps, notably the Google Play Store. The worst app is Telegram, and Telegram X. Even after I force-stopped Telegram, the traffic log continues to spam connection for a few seconds and minutes (the app icon of Telegram disappears from the traffic log, meaning Telegram is already closed, but TC is still handling the connection and output to the traffic log.
This congestion problem isn't always there. It happens randomly, sometimes seemingly out of nowhere for no reason. But once it starts and is there, it won't go away. To be honest I'm having hard timed describing this. On other note, I have used TC for a while, perhaps two or three months ago. It's only recently that this begun happening this erratically after having newer updates of TC.
... While typing this, I just learned that restarting the phone makes the congestion problem go away... probably temporarily. It seems that's the only solution, I don't understand why. I wish I had discovered this way, then I wouldn't have ended up destroying my slow phone out of frustration.
