Decided to keep the 2019 hydro capacity data (IRENA), as new hydro capacities in ENTSO-E data should also influence inflows

ToDo:

Need to check all existing capacity data. Some mismatches at least in Nuclear, Hard coal, Lignite, Gas, Oil, Others non-renewable, Biofuel, Batteries.

In D2.1, Romania capacities missing from BK and SE3 capacities missing from SE and DE wind/solar/others capacities also not the same as in ENTSO-E data. Wind and solar potentials take into account initial capacities so remember also to check/update maxUnitCounts.

Moved load shedding units to dsr alternative. Created bio-out and new-waste-out units to deactivate initial and new biofuel units and new waste units. High_VRE alternative does not anymore deactivate all thermal units.

Updated all capacities based on Entso-E’s ERAA 2022 National Estimates for 2030. Also hydropower data (generation and storage capacities) from the same source added to ERAA2022 alternative. Inflows for that not updated yet.

Old hydropower data in base alternatives had very high generation capacities e.g. for CZ and FI. Updated based on the pypsa-to-bb file. Also IT was affected. Still need to check hydro storage capacities. Should they match the capacities in pypsa-to-bb file? Pumped storage seems mostly OK but reservoir storage has quite different values.

I enabled hydro reservoir and PHS spillage (max 5% of reservoir turbine and PHS OL turbine capacity).

Added thermal_reduced alternative to be used in S3 and S4. Biofuel, waste and nuclear capacities reduced by 50%. The same amount of capacity is allowed for biofuel and waste investments (i.e. total capacities are allowed to return back to S0-S2 levels).

added alternative "ERAA2022-germany" in p_gnu_io with reduced DE wind onshore, offshore and solar PV capacities that corresponds to ERAA2022. It is much lower than the current more ambitious expansion targets. yet, in order to simulate investment it might be desirable not to have such high capacities.
