added PL, BT and BK offshore data from pypsa-to-bb-2019 offshore-dc (BT: Lithuania, BK: Bulgaria). Note that CF-time series in Pypsa-to-BB (generated with ERA5/Sarah-data with atlite) are generally higher than renewables ninja data
