[Table] Add tooltips to table cells #671

Is your feature request related to a problem? Please describe. Now tooltips are only available for extra button cells. UX designers draw sketches with tooltips over all kinds of table's cells.

Describe the solution you'd like It'd be great to show tooltips on icons and on text cells as well.

Truncated cell should have a tooltip by default. Icons should also be able to have tooltips.

Maybe sorting should also be able to have tooltips. @lloydhumphreys will come back to the sorting
