Add RNV Dataset from their API #4

The RNV (Rhein Neckar?) has their dataset of line colors in a machine readable format. Someone who knows this area can maybe make sense of the data and write it into this dataset.

Since this data set is licensed under the "Datenlizenz Deutschland - Namensnennung 2.0" (dl-de/by-2-0) I need to find a way to attribute the data "owner" complying to the license. Maybe a entry to the sources.json is enough? At the moment, no idea 😅
