Default regarding modeaccess, speed limits etc, should be extended to use combined key/values, rather than only OSMway value as this is not unique
for example ferries may use ferry=tertiary similar to highway=tertiary, if we are to support ferries we therefore need to create indexes based on combination of key values to make this future proof
