Be able to process access restrictions and additional mode specific tags on ways that highlight mode access

(e.g. foot=yes access=no + additional allowances etc.)

resolved and more, mode specific access and directional access (forward/backward) via the lanes-mode and mode-lanes scheme is now supported in basic form. Links in opposite direction of oneway streets are now created whenever a mode is specifically mentioned as being available in that direction (typically bus, bicycle, pedestrian). also the busway scheme based tagging is supported. All should contribute to more robust creating of mode access for the generated links
