[detach_attachments] Attachments do not detached when cum_upload_detach selected "always" #742

I.  Issue Description:
Attachments do not detached, when cum_upload_detach = -2 (always).

II. Steps to reproduce the Issue:
Select this option in personal settings.

III.
In function init() registration 
add_hook('attachment_upload',array($this,'detach')) executed only for 
cum_upload_detach > 0.
