Prefer footways regardless of greenery

At the moment no preference is given to a way unless it is near some greenery. Also, a recent change removed the preference from hiking routes. In hindsight, this was a mistake, and I should have instead added the same amount of preference to other footways (so that if a hiking route was adjacent to other footpaths, then they would be treated equally).

Propose to add a small preference to highway=footway|bridleway|track|path and reintroduce the same small preference for hiking routes too (route=hiking|foot)

• Staging is reprocessing planet data with this change incorporated
