Road safety - consider speed limits and trunk roads #3

Whilst Trunk roads and Primary roads can legally be used most of the time, they often have very high speed limits and would be too dangerous to use. At the moment TR does not pay much attention to speed limits (it does some). Consider much more heavily penalising roads with high speed limits. Trunk roads should perhaps never be used.

I have disabled highway=trunk from ever being used.

I have not changed anything else. There is already a significant penalty applied for when highway=primary|secondary|tertiary and the speed >= 40km/h. This could be increased if needed, but I don't see a clear need to right now (examples welcome!)
