As a player, I can interact with a radio within my inventory.
Handheld radios can only call-in standard extractions.
Backpack radios are long-range and offer higher tiers of extraction - in addition to standard.
With inventory menu open, a player may mouse-hover over a radio and press R to open extraction menu.

As a player, I may select an extraction type so long as I have a radio.

Reimplemented workflow system for extraction sites. (Reason why players could no longer extract)
Fixed: Loadouts were not saving. Looks like Reforger devs removed Item catalogs. Luckily the items for FIA, USSR and USA were available via EntityCatalog conf files.
