Correct place to report issues for Reliquary after 1.7.10 is https://github.com/P3pp3rF1y/Reliquary/issues. But why do you think this is Reliquary issue? It reports that this is caused by Botania.

Also I have just tested with that version of Baubles, it starts correctly, fortune coin can go into the baubles slot and works in there as well.
