The Readme says there is a config/reporting.json

No there is not.

And you are correct: we dropped the R-based visualisation bits in this version of the evaluation framework. It's best to use the .csv files to create your own visualisations directly.

I've removed the stale text which we forgot to update from last year. Thanks for notifying me about this!
