Updates the FTP URL for Gencode data.

Hi @amirkdv , thank you very much for the patch. Il will create a new release of DEkupl in order to deploy the modification for bioconda/docker/singularity installs.

Thank you @jaudoux. Could you please update this PR or the corresponding issue #50 when the new release is out on docker hub so we can remove our internal patch?
