Make it bigger than the headings in the content.

@JasLewicki did you also ask for Klima Medium?

Klima Medium addressed in #40

I think the height of full-screen article title bars is addressed now, in an earlier commit.

Although Jas' PDF of 3/11/2020 requests "narrower pop-up box header with with same width as side box and other boxes", which I'll say is part of this issue.

Smaller title bars on pop-ups now implemented.
