Adjust padding of pop-ups again

Previous adjustments were a good step forward but some further polishing is needed. See screenshot below.

These are style changes:

[x] header side padding to match box padding below
[x] smaller X to match header text size
[x] box padding about half the width of current. as before equal top bottom and sides
[x] increase padding between bottom of text and line to a couple px less than the side padding
[x] shorten long titles with ellipsis
[ ] pan shortened titles

These are probably for content editors to correct i.e. @Charlie-TbD :

Done, I believe.

No ellipsis panning, however. And leaving title-shortening to @Charlie-TbD.

Also, only added ellipsis on map pop-ups, not other window headers.
