ErrorRateTool: layout broken if list is too long #253

If the error rate tool is run on a complete document having more than around 20 pages, the control panel (base folder, file/folder name, export path, download button) is hidden from the user, the result table expands too far down. grafik

Possible solution: add a layoutmanager to the error rate dialog (similar to the main TrpDoc table widget), add a vertical scrollbar or possibly refrain from using SWT_FILL options for vertical fill of the statistics table.
