The tag is currently the only text based tag that can be empty (i.e. its length property can be 0). Support this feature also for user defined tags.

where to set this property -> probably best as a registry like colorRegistry in CustomTagFactory...
integrate into UI when creating new tag (simple checkbox)
also keep in mind that tag definitions now are also stored in the DB
