Correct smartapi registrations #139

It looks like we have 2 nodenorms listed as 'production' in smartapi registry, one in itrb prod and then the one on sterling/translator. We should remove the registration of the last one.

Nodenormalization-dev.apps.renci.org has been removed from smartapi, Nodenormalization.renci.org is now at maturity level development. we now have 4 nn instances properly tagged.
