Tag and release new version of NodeNorm #155

We currently deploy NodeNorm 2.0.9 (as published as a Docker image to containers.renci.org), but I think there's code in this repo that's more recent than that. We should publish a new version of NodeNorm to containers.renci.org, test it on Sterling, and then replace our deployments on ITRB with this new version of NodeNorm.

NodeNorm 2.1.0 has been published to GitHub packages and deployed to RENCI. I'll close this now, and open a new issue if we have any difficulties deploying this to ITRB.
