Terms of service link broken #170

NodeNorm OpenAPI provides a link to the terms of service at http://robokop.renci.org:7055/tos?service_long=Node+Normalization&provider_long=the+Translator+Consortium, but this link no longer works. We should replace this with an updated, fixed link, preferably hosted in our GitHub repository so we can track changes to it.

Other minor fixes:

[x] Replace https://github.com/TranslatorIIPrototypes/Babel with https://github.com/TranslatorSRI/Babel
