At member creation, add call-to-action to connect to Hixny. #118

Add a notification that prompts the user to connect to Hixny. This is shown in the "notifications" panel on their dashboard.

Add this notification as soon as the member's account is created – later, when they log in, it will be on the dashboard waiting for them.
