Auto-deploy new configuration changes, recreate VMs with backup data on datacenter/availability zone issues #72

Like #9 - but including

1) redeploying new configuration when they happen (postgres conf file, solr conf, prometheus conf 2) recreating the VMs using the latest backups if the machine is not healthy from a load balancer
