Functionality for handling future year matrices in the Traveller Segmentation Tool.

[x] NoRMS future year matrices
[x] Input matrix segmentation
- [x] Input matrix segmentation parameter
- [x] Aggregate input matrices to new segmentation (optional)
[x] NoHAM base matrices
[x] NoHAM future matrices

TST updates are finished and should be ready to be merged.

Please add some notes to the RELEASE.md to summarise the few updates added here.

While it's on my mind, have you manged to create a log file for runs of this model too?

Just finishing off the iteration log file which is saved here: I:\NorMITs Demand\Traveller Segmentation Tool\traveller segmentation tool run log.xlsx
