Update Packaging System

Describe Changes

Updates to the packaging infrastructure to become compliant with PEP-517 and PEP-518

In order to achieve this the following was done:

• [x] Move away from versioneer and towards versioningit
• [x] Removed the setup.py
• [x] Removed explicit references to namespace package CAF (PEP-420)
• [x] Moved project config to pyproject.toml and removed setup.cfg
• [x] Fixed Linters
• [x] Fixed build workflow
• [x] Fixed tests workflow

Task Checklist

• [ ] Have unittests been added (testing individual functions and their edge cases)
• [ ] Have integration tests been added (if applicable, to test modules of functionality)
• [ ] Updated RELEASE.md to reflect changes in PR
• [ ] Have new dependencies been added?
  • [ ] Have they been added to either requirements.txt or requirements_dev.txt.
  • [ ] Have they been added to setup.cfg

These tests are probably going to keep failing until the new version of CAF.Toolkit is published with the new packaging. Depends on https://github.com/Transport-for-the-North/caf.toolkit/pull/27
