Describe Changes

Updated .readthedocs.yaml to make the docs requirements easier to handle as per the readthedocs documentation here: https://docs.readthedocs.io/en/stable/config-file/v2.html#requirements-file

Updated conf.py to make it easier to read and contain both the long and short version numbers shown in the docs here: https://www.sphinx-doc.org/en/master/usage/configuration.html#project-information
