HERE maps upgrade needed #775

Unsure how many users take advantage of the HERE maps tiles, but it's probably worthwhile to keep supporting them if the new version continues to support a free tier.

It doesn't look that leaflet-providers has HERE support any longer. I think we'll be removing those entries.
